Are users of digital collections permitted to print out and/or download excerpts from out-of-commerce works?

The usage options are determined by the respective regulations of the institution providing access to the digital object. Users are permitted to use the object in every form permitted under copyright law and/or the respectively applicable protection rights. For any other form of use, the permission of the rights-holder is required.
